Ho Chi Minh City Infrastructure Investment Joint Stock Company was found as an organizational investment operating in Public Joint Stock Company form. Its foundation purpose is to socialize infrastructure development and investment in HCM city and to contribute effectively to the infrastructure development and investment process of the city by forming a professional infrastructure investment and utilization enterprise. It also creates a new channel for mobilizing capital, and attracts the idle capital for investing and developing city’s infrastructure. Business register certificate: number 4103000747 dated on 24 December 2001 issued by HCM Plan and Investment Department. Register certificate was changed the third time on 14 September 2005.

- Collect traffic fee on Dien Bien Phu and Hung Vuong highway to create a stable income until the year’s end of 2010 with 2% per year of revenue growth-rate. In next 3-5 years, by many kinds of cooperating investment, the company will take part in exploiting collectable fee traffic-project with 50% - 80% portion. - Improve investment to technical and public infrastructures such as water supply and delivery, telecommunication, building infrastructure for new urban, industry zone, health bureau, and school, sport-stadium… - Joint-venture with other companies to take part in the main projects of the city. – Attract more capital by issuing common shares and bonds, or cooperating with financial institution and investment bank to invest in main projects of the city.
